I think Armaan looked at Ruhi coz of two reasons -

1. He promised her he will never love another woman. But Chachisa said him and Ab have lot of love between them. He suddenly saw Ruhi who was feeling her empty arms and he felt guilty

2. He felt bad for Ruhi, ki main toh apni biwi ke saath festivals mana raha hoon and Ruhi bechari akeli hai lol.

He only looked at Roohi because he still feels guilty for ruining her life - thanks to Swarna. That's Armaan - he feels pity for any aira gaira- phir to Roohi is his brother's wife and his ex lover.

Makers hate armaan for real - they would show all the negative points in promos and precaps for us to bash him when it's actually not the same in episodes :)

First reason in my opinion doesn't fit here because he admitted in front of abhira - everything is over between him and Roohi. I don't think he even feels for her romantically.

Second reason only makes sense.
