Honey tends to have bacteria that can cause botulism. An infant's immune system is weak, so it is not recommended. Honey is okay after they are older than one.
There are many unsafe things done for generations and we survived. But that does not mean we continue to do them once we know better. Parents use car seats for kids, put child safety locks on things, and baby-proof their homes. It's a miracle I am alive because putting pencils in electric sockets was like a hobby for me and not one person thought to cover the sockets. 
And it depends on the risk tolerance of parents. Some parents may be ok with a drop of honey for ritual, other parents will not even take the slightest risk.
With many religious observations, it's a matter of faith and intent rather than accuracy. I've seen pujas done in the West with fake electric fires because they couldn't get the venue to approve the real one.
