Vidur's badass attitude lasts only before that spy. Rest he gets anxious infront of Mahajans and worried for Neil. So I won't believe that he ordered to kill Riya. It can be that he asked him to ask Riya to flee but the actual MM killed her

Vidur lied to DB so he has guts.

Bold; Even if Vidur and DB are responsible in framing and killing Prem , Bhumi would burn them at the stake and then let NeiVika get married
