Yes, the producers and writers are the main culprits but look at the mentality of most of the audience. It's not all their fault at all. It's the culture, socio economic situation and so much more. But audience does have a little bit of responsibility.
If more people watched for and criticed character arcs instead of shippy shippy lovey dovey angle then we could get decent characters.
I think the audience especially a strange group of self hating women really enjoy an educated girl roaming the streets helpless. I think it's the thing they have grown up with where their elders and especially men have told them you make a mistake and the worst thing will happen to you and you will deserve it.
