Commando has 2 sequels and was a flop. Force has a sequel and was a flop too.

Also lots of “average” grossing films have sequels such as Bhootnath, Ishqiya, Jolly LLB.

Films don’t have to be clean hits or have blockbuster status in order to get a second part

None of these films were big budget movies like Brahmastra. For part 2 they need a lot of money. Dharma alone can't make it.
