I believe it is a case of money laundering, they increase the budget on paper so they can show the loss...I am not saying that they did it here but its a popular theory
OP - There's no formula for a hit, not all movies are blockbuster that's why most actors have a hit ratio below 60%...Its easier to make a critically acclaimed good movie than a successful mass masala and none claimed that all movies are blockbusters down South
If I am not wrong, KGF 2 is semi hit in Telugu, Average in Kannada, Blockbuster in Hindi and hit in Tamil and Malyalam...Same goes for RRR, It wasn't a blockbuster everywhere
