Definitely not freewill he wanted to use it for Arjun but he gave importance to Duryodhan's life over his will and obsession. That's exactly what I feel and say
He had the Brahmastra he could have used it on Ghato taking chances of Dury's death along with Ghato. (Brahmastra was equally achook)
War could have been over, or continued because Dury was only Dhritrashtra's representative technically unlike Yudi who was the king. He might have changed his representative in such case
So his life was not at all in danger and Dury had say 50-50 survival chance after the usage of Brahmastra which would have definitely killed Ghato. He still had the chance to kill Arjun. Even if war ended he still would have had the chance to combat Arjun later.
Yet he didn't take that chance and ensured full safety of Duryodhan even if it meant parting with Shakti Astra
Aside his behaviour towards Draupadi in Dice Hall (however we might dislike it) is actually another proof that he wanted Draupadi subdued to Duryodhan, because like DuDuNi he too knew that her presence outside would mean challenge to Duryodhan's States. If Arjun was thr only requirement he waa definitely a slave. Such acts were not neeced
