I think he didn't realize that none among Bheeshm, Drona, Ashwathama etc would be able to kill anyone among the other four. He considered himself equal to Arjun and felt no one else would be able to match him(as it is he had one Shakti Astra)

He had some strange fascination to his Danveer image (like Yudi had to Dharmaraj) so he felt this promise would be a win win situation, his Danveer image intact and he would use Shaktiastra to kill Arjun while other four will be killed by others

Yes exactly. My problem with him isn't in not killing other four, but is in why he didn't try to arrest Yudhishtir!
