Releasing teaser one year before is a good strategy to let people know that she's serious about releasing the film on Diwali 2020. Producers are not convinced that the film will work, hence teaser was released to garner public interest - however the the teaser is a flop and film will most likely not get made.

Ab itna aasan hota to Hrithik won't have ran away from clash with Kangana. She doesn't have star power but she also doesn't have self-respect. She'll drag anyone into controversy who will come to clash with her unless there is someone like Salman. So yes, it requires dare to clash with Kangana.

Kangana doesn't care about her movies being hit or flop. She's more interested in getting attention through her controversies.
