The case is same for Yashpal who was however pretending to be a civilian but has lost common sense easily found in a common man.He doesn't know how to use technology. He doesn't believe in alerting the Jhansi police before chasing the truck. The truck is travelling inter state. It has to pay toll taxes and other taxes if they are carrying goods for transportation. The truck has to stop there for checking. Since he knows the truck number and also knows about the kidnapped people, he should have obviously alerted the police in charge in Jhansi.
