Is it Sukhi since he is Jagan's legal heir? Or has Amba resumed her role of the Pawania mukhiya? Is that why she could bring her henchmen to fight Raj?

Same problem. The Panchayat won't accept a woman as a Shah.

Forget the Panchayat. The clansmen won't accept a female Shah. Their mindset is the reason Preet no longer wanted to be their Shah.

It all depends.
Is the Panchayat more powerful or the people?
If the people wanted Amba as their Shah would the Panchayat agree?
And if the Panchayat force Amba on the people, would the people obey?

I believe that if the people support a particular person, they can force the Panchayat's hand. However, if the Panchayat force a decision onto the people, they can rebel and riot. IMO, the people matter more. If Preet had their support, she would have fought to remain as Shah. Since they didn't support her, she knew there was no point. I wouldn't want to be the leader of people who are against me either.

That's true in a democracy.
But village people are wired differently. They are used to obeying. They are used to the hierarchical system which prevents them from voicing their opinion.
They are scared of social unacceptance. Even if they secretly did want Preet to be Shah, they wouldn't voice it out of fear of losing face.
It's easier for them to blindly follow than to think and rationalise. They can be easily swayed.
Hence in a village, I feel the authority ( the Panchayat) is more powerful than the people.

Then again, Gaguwal isn't your typical village. Technically, Panchayat and Shah are not supposed to co exist but they do in serials. I would love to see Preet gain the support of her clan.
