As far as I know, that is due to the Mahishasura Mardhini and more so, the Maa Kali reference. Maa Kali has a bowl filled with the blood of all the evil she has slain right? Hence, they offer blood to Shakti. In a way, it is like people are asking her to bring their misery justice.

But that doesn't really clear it out. I mean people pray to Shiva/Vishnu too for ending their misery. But blood is specifically offered to Shakti. In fact one of the names of Parvati is 'Rakktvilaasini'.
