see offshore account itself is not illegal. Indian gov do allow such accounts subjected to certain rules and conditions. if the conditions are fulfilled then its totally legal . the problem here is just by the mention of panama paper leaks people decide that its black money and illegal etc. but thats not true.

AD named in panama papers means that he has an account there, thats it. later IT dept. will decide whether its legal or illegal.

But why big stars do that when they earn s o much money? It's not just AD it includes khans and Bachanns and Kapoors too. Why they are not paid after tax deductions?
