I don't think it is unfair. People assumed that captainship means immunity. If you remember in almost all past seasons when all housemates are nominated there is still a captain who is not safe. Also every time during nominations BB exclusively mentions the names of the contestants who cannot be nominated which most of the times includes the captain but is not guaranteed hence his/her name is also mentioned.
