Moreover is shergill shooting to track rizwan down or judt to injure him to make his doubt confirmed. Agar rizwan I jure hoga toh wound carry karega which he will come to see later as in meeting preet I suppose. Is that possible?

I do not think he is army official rank holder. he is undercover agent with specific target,. He was appointed to work with Hoodas for 26th jan, he made Ishan the target because he did not like his handshake. He does not have a single, concrete evidence yto prove that a civilian like Ishan hooda is involved in terror attcks, its all his assumptions. on basis of assumptions without any high command orders, people get to shoot civilains. I do not think India is still that anarchist. Even if that happens, the official undergoes departmental enquiry and given show cause notice. There is rule for this madness too I suppose. If not, then I guess I am bit ignorant about these issues.

They dont need permission like Police .
