For minor rapes, once charges are proven after medical, mechanically castrate the rapist in public view. That would be the best solution.

Not just strong laws, but also education and a change in mentality. These men are brought up in a society that teaches them that men are superior and women are second class. That women are for household work and sex. That all men naturally have desires and women are temptations. If a man is tempted, it's the woman's fault...no matter how old she is. They think staring, harassing, eve-teasing, and raping is in a man's nature.

If people want to change things for the better, they have to first understand that this mentality is severely flawed. Rape is a vicious and serious crime. These men need proper education and need to be taught that it's never okay to touch a woman against her will.
