Yes we need to be 18 to officially drive.
In my city a boy just 14 year old has taken a Scorpio and killed 2 people standing in a bus stand and the boy is roaming free and at 16 he over speeds on the bike and the girl his friend pillion riding dies on the spot.
These are the rich parents and their spoilt brats. They have money and so they can do anything because they can buy the witness the police & the judges
