Atletico Madrid president Enrique Cerezo is understood to have told potential suitors they will have to pay the 27million release clause in his contract to land him.
There are suggestions a delegation from Liverpool has been in the Spanish capital looking to tie up a deal before other clubs can muscle in but the two parties are not thought to be close to an agreement.
Manchester United and Chelsea are also believed to be monitoring movements, according to press reports.
Fulham boss Lawrie Sanchez is keen to sign the free-scoring forward and has already seen one bid for Kamara turned down by West Brom earlier this month.
Roma are reported to have rejected a bid from Liverpool for Alessandro Mancini. Reports emanating from Italy suggest Roma have shunned an offer from the English club for the talented Brazilian. Reds boss Rafa Benitez is believed to have put Mancini on his list of transfer targets this summer as he looks to add to his attacking options at Anfield. Mancini enjoyed a fine season with Roma last term and he has established himself as a key player in the Giallorossi side.Liverpool have been quiet in the transfer market so far this summer, but they are believed to have offered €19million (12.7million) for the skilful winger.
