HB & the paper pen carrier were present there where she was forced to write the farmaan . So may b she couldn do such gadbad with the farmaan . She tried though , kept the farmaan incomplete first , but Jalal made her complete it...there's high chance Jalal may think to recheck it & get it read by SB or HB . So I feel Ruku didn dare to play any trick with that farmaan .
