If i were a CID officer, i think i would 've pursued the sleuthing this way
(1) i would ask for the autopsy reports of both the vic. since there is no wound or struggle marks , it "could" mean a case of poisoning and finding out which poison it was, might narrow down our search and no struggle marks might be indicating that either they knew our killer and didn't even know that were getting poisoned or may have been unconsious while they were poisoned.
(2) find out when was the false sim activated and based on that data i would get the phone records of both vic's phone from the day the false sim was activated and also for the false sim phone.
i do have to call the telephone company and get the guy on whose name this false sim was taken. its probably a fake name & address but its worth a try !
(3) try to create a movement graph for both the vic's on that day like where all they went that day.
it might help to answer how they ended up in that NRI house.
(4) now the question remains as to how the killer knew about this vacant house. there is a chance that the killer is familiar with the locality or with someone who s familiar with that place like a land broker, local stationary store, the newspaper guy etc. surely the neighbours would have noticed if they 've had seen any anti social guys entering this house so it might be someone who fits a good profile. so question the neighbours about any recent or past around that house.
(5) An NRI who s stayed outside for this long would have surely kept someone for taking care of his household or may have also asked some friends or family to keep an eye on it while hes gone. find the housekeeper ?( if there s one, though)
(6) try to get an angle on any relation between the 2 business houses. did both the vic's knew each other ? not as an affair kind but friends or do they have any mutual friends?.
(7) since lately "everything is fair in war, love and business". monitor if both the companies had made any major business decision just after the victims death. ( also find out who was the major share holder in both the companies and what percentage does our vic's own respectively ?).
(8) also get a copy of the police complaint the families of both the victims filed ? when they filed it and if either of them had delayed in filing, then whats the reason for it ? . question the families.
(9) there is no word about the vic's cell phones being switched off. if they were really kidnapped, wouldn't the kidnapper switch it off first or at least have thrown it away to kill the track . but in this case nothing of that sort is specified. if the phones were on ,then the phone company would have traced their location very fast provided the complaint was given within 24 hours, it wouldn't have taken one week to get to their bodies. even then the police did recover the phones, so it was there switched off probably , so what about the last location ? or did they recover the phones or was it just the records from the phone company.

5
