Well,i guess it is not stated anywhere that you must have to be a prefect first to become a headboy or a headgirl.. It may be the normal procedure that a prefect will become a headboy but Dumbledore was the headmaster and he could do anything...😉

Well, wen ROn becomes d prefect Mrs Weasley mentions it.. dt Prefect is first step to b Headboy.. Wait i 'll quote it
"Ron, I'm so proud of you, what wonderful news, you could end up Head Boy just like Bill and Percy, it's the first step! Oh, what a thing to happen in the middle of all this worry, I'm just thrilled, oh, Ronnie ""

oh yes..Dumbeldore can do anything..no doubt😆

Yes and another possible explanation could be that James was a Quidditch captain and they were considered equals to prefect so maybe this made his way clear for becoming a Headboy.
In book 6 chapter 6 it is written:
The day after this rather gloomy birthday tea, their letters and
booklists arrived from Hogwarts. Harry's included a surprise: He
had been made Quidditch Captain.
"That gives you equal status with prefects!" cried Hermione
happily. "You can use our special bathroom now and everything!"

I remember Harry asking Sirius in order of pheonix whether he became a headboy and sirius said no he was too busy spending time in detention along with james.. and the thought of his father not being a prefect made harry feel better... i dont think james was ever headboy or prefect...

Yep that was also a big question for me. And personaly I never wanted and liked seing James as a Headboy, it just kill his characterization. It's my humble opinion.
