That is correct. He will need visa. He can't just go on a whim to France. He needs to plan ahead but can apply for visa in Indo at the French embassy or can just mail it in. For US citizens we get it faster I think. It may take more time based on citizenship.
My gut feeling still says he is going to India.

I have been to France and I know people are different in their choices but from my opinion that's one place you don't want to visit alone. U need a special someone or friends/family with you.
