Vicky, who made the choice to do all the horrible things he did, has to make the choice to prove himself worthy of this family again. Yet again, everyone is relying on Dev's agency and magnanimity to forgive Vicky and bring him back; they are frustrated that he is not fulfilling their expectations, and holding him responsible for this separation. It's is blatant victim-blaming, akin to blaming an assault victim for pressing charges because they managed to use self-defense and the rape didn't actually happen.
