The moment I saw the entire Agra crowd (Hindu), I started laughing and was imagining Jalal's facial expression and he didn't fail me. But I was expecting only the shock & surprise but Jalal went a step ahead and felt sad for his people.

See, even I was thinking in those lines only. The thing is none of the Haremwasis are aware of the Hindu crowd who are ready to get converted. I don't think all of them were there to get converted but had come based on Birbal's request. They may not even know why they have gathered there. He would have asked them to come there in the similar way he had asked Jalal to call the DEK. None of the In the DEK he may ask Jodha about her not following the rule to the core and an aghast Jodha will ask what he meant by saying that and he will say "Its good and understandable that you paid the tax for yourself as you are a Hindu but what about your kids even they have hindu blood in them and she may say, I will pay for my kids which will irk Ruqu and we have seen the precap. Later Birbal may say, but even that kid has Hindu blood and Ruqu may say, so what? Since she is it's mother and a Muslim, her child will also be a muslim and just because of the blood he will not be Jodha Begum's child and she may talk about the farman as well. At this moment he may say, OK, if a Hindu child become Muslim just because its mother is Muslim, then the whole sultanate is Muslim as the king is the father of all his subjects and since Jalal is Muslim, so the whole nation is to be treated as Musalman and hence there is no need for any to pay the Jaziya which may checkmate Ruqu as well as all the Maulvis over there.

Birbal amy even ask Jodha and Ruqu, who is the father for this kids as both of you are claiming the children as yours (one each) and what about the father, doesn't he have any hold on the children? Then either of them or some maulvis may say, Jalal is the father (common) of both the children and then he may, the father of both these kids are muslim and how can one pay the tax while other not? How can a father allow injustice to one of his own child? So someone may say since both are Jalal's kids, none of then need to pay the tax and will checkmated by him with same logic, king is the father for all his citizens and he had even told that in many of his Awam meetings and how can he differentiate among his own kids (Hindu & Muslim) by collecting tax from some and spending it on the luxury of other half. How can any father be chappy and contented while one of his son is struggling for life (poor) while the other is enjoying the luxury.

Further he may continue and talk about what if all the Hindus of the sultanate gets converted to Islam, who will pay the tax then and how will the treasury filled? Since he has already given a piece of info to Jalal to think while they were at Justice scale, that for a king all are equal, Jalal may decide to levy the tax on all his subjects irrespective of Hindu & Muslim, so the burden will be reduced on Hindus as the tax will be shared by Muslims who are in majority at Sultanate.

This may lead to the precap of Wednesday, where Ruqu was mentioning about keeping her child away from Jodha to avoid the boding between the two, but in reality she may be thinking of the effect of Hinduism on her child as well.
