For me it was a very underwhelming episode and the reason was the way each contestant was partnered with the corresponding IGT contestants.
I believe someone like Shakti or Arjun should have gotten the group that Karishma got and the flute playing boy. It is easier to dance in a group where you can collaborate and isolate the movements such that it blends a non-dancer's skills to a certain extent. Also, they could have managed a contemporary choreography.
Someone like Karishma and Surveen should have been paired with the aerialists or the acrobatic dancers. These two are moderately good dancers and quite flexible. The acrobatics would have been toned down a bit and compensated for in terms of skill set. There could have been more dancing added to it.
Nora is a fairly good soloist. Her beginning performance in JDJ had a small solo that she did fairly well in. She could have gotten the music band, she fits perfectly for a sensual act as well.
Lastly, Salman and Shaantanu could have been given the contortionist and the famous dancing in heels duo. Choreographing and dancing with a contortionist is extremely difficult as you gotta match their flexibility to an extent. It would have been a good challenge for these dancers. Also, they dancing in heels would have been a challenge as well. To be honest, I am tired of seeing the same repetitive styles from both of them. Being the top dancers I except some risky things from these two.

Anyways, I agree with you! I totally think that Shakti could've done great with that huge group, or maybe Salman.
As for Suleiman, the flute playing boy, I don't think that Arjun and Shakti could have done a good performance with him because for a non dancer, dancing with only one instrument is extremely difficult due to the lack of lyrics, which are usually used to cue in steps and such. Personally, I think that other than Shantanu, Salman or maybe even Suvreen would've been a great match for Suleiman because the music would go well with some of Salman's old, better choreography that people tend to enjoy, not to mention, Sanam could've probably choreographed an amazing act for Suvreen, maybe even by using something other than lyrical or freestyle or contemporary.
Karishma would've been a good match for both the aerialists and the acrobats, as well as the band. But like you said, the band would've matched Nora's style, and I think they could've taken it further and done old school jazz or something because Nora's so advanced as a dancer. Therefore I think she could've also done well with the contortionist because she's already a dancer, so dancing with a non dancer would've been easier for her than it was for Shakti because although he's good, he still has a long way to go.
But the heel guys with Shantanu would've been EPIC! And I think Shaan would've had a lot of fun with it, he wouldn't have been as uncomfortable as Arjun in my opinion.
