As for the Balaji story, this is all i want to clarify.
There are two versions of the Vedavati story. In both she is the avatar of Mahalakshmi so that does not change, but in the Vedavati story that is referenced in the Ramayana, it is the story we are used to with Vedavati telling Ravan that she'll be reborn to be the cause of his death. Obviously that would mean she was Sita because her curse would have to come true. But another version of the Vedavati story, which is not from the Ramayan but from some other source, says that Vedavati never cursed Ravan. When he touched her, she immolated herself by telling him that she'll be the wife of Vishnu in another avatar. That's all she said.
Devi Padmavathi is said to be the incarnation of Vedavati from that story, because she finally got to attain Vishnu after having immolated herself as Vedavati.
Some believe the Chhaya Sita concept, that after the real Sita was returned to Ram, she felt sorry for Chhaya Sita and asked Ramji to marry her, but Ramji said he was Eka Patnivrat so he would not remarry in that avatar, but that he would marry her in another avatar. So he married Chhaya Sita, reborn as Padmavati, as Lord Venkateshwara. This is generally the version I believe, because for me Vedavati = Sita so she cannot have been Padmavathi. Vedavati's story ends with Ravan's death.
Also, Shri Devi and Bhudevi are said to be Venkateshwara's wives, but both are the aspects of Mahalakshmi. Shri Devi is the wealth aspect of Lakshmi while Bhudevi is the Earth/sustenance aspect of Mahalakshmi. That's why Bhudevi is called Vishnu's wife. People think that means Vishnu had two wives which is wrong. There exists only Lakshmi as Vishnu's wife, but Shridevi is the one who serves him on Sesh Naah while Bhudevi is the one who runs the world. Likewise, it is believed that Shridevi is the Lakshmi that left Vaikunta out of anger due to Bhrigu Maharshi, whereas Bhudevi (also called Andal or Padmavathi) married Vishnu on Earth as another aspect of Lakshmi. Shridevi returned to Venkateshwara Swami after his marriage to Padmavathi, and they both merged into Mahalakshmi's one true form and lived in Lord Vishnu's heart forever.😊
