The frame clearly holds meaning. He only has pictures of who he considers family:
Scenario 1: There was a picture of him and Arvind. One he couldn't bear to look at anymore. One he needed to put away. And yet he couldn't get rid of the frame. The frame a reminder of the emptiness in his life after Arvind left, the frame a reminder of his vow for revenge, the frame a promise of not forgetting.
But now, as Imlie takes the lead in this investigation and gets closer to the truth. He knows he will fulfil his promise. He fill this empty place and the move on, with her.
Why the blinds? Because it was a private moment. One he needed to explore alone.
Scenario 2: A picture of him, Arvind and someone else. The someone else who is going to be your new villain. He removed it because the someone else left him alone with his pain and loss of Arvind, He could never replace that hurt and so he never put a photo back in. However, the revelation will be that the third person actually orchestrated Arvind's murder.
