You are right, Gulaal does not have a balanced personality. First she enforced the deeyar-vatoo onto Kesar and then decided that he should marry Talli. Both without Kesar's consent.
She has be preparing Talli since her childhood that she will get Talli married to Kesar.
Now if Kesar does not find Talli attractive and Gulaal wants to do everything her way, not only controlling Kesar but is also so independent that she feels that no one has any rights on her or she is answerable to anyone even for Vasant's death.
Kesar rebels against her attitude and decide to punish her.
Talli gets to suffer.
Gulaal can feel Talli's pain because she feels responsible for that and since PaanBa blamed her too.
At the same time she is paying no heed to Kesar's pain. Probably she thinks Kesar does not know what is good for him and she is trying to help/treat him to wear off his crush on her.
Well Kesar will have to go through a major near death episode where Gulaal will realise that she cannot afford to lose Kesar.
