This is from a strictly non-divine POV. What could have been G's aim in uniting Panchal and Pandavas? And then completing the alliance with Dwarka.
I heard a theory that G wanted to put Yadavas in power and brought about KK.
This is my theory (posting my parts of a lengthy convo)
Also, let me rephrase the social reformation part. How about 'his aim was to create a unified empire capable to holding out against invasion from the Greeks which had already started.
Dwarka would have been the first to fall in case of an invasion. So creating an empire would have been enlightened self interest.
There is some evidence that G was actually defeated by Greeks and they were in cahoots with Jarasandh. No, I swear I am not making this up.😆

If you read down to the part about Sage Garga, you will see that his son by a milkmaid was brought up up by a childless Yavana king. Hence he was called -Kala-yavana or Black Greek. This is our Rakshas Kalyavan who was sent by Jarasandh to beat the Shura clan (G's branch of the Yadavas)😆.
Some Indologists think Kalayavana was actually half Greek, not just adopted. Vishnu Purana says that the milk maid mother is actually a Greek Queen (apparently, the Greek King thought nothing of lending Garga his wife😲😆)
When he went to attack Mathura, Kalayavana was supposed to have 30 million Yavanas with him! I don't know that Greece had that many people at that time😆 or how they transported them to Aryavarta to attack G. Vishnu Purana says the army consisted of barbarians. It seems to have been a two pronged plan. First Kalayavana would attack and then Jarasandh.
Oh one more thing, the Narada of the time was Devala, Dhaumya's twin brother. The same Dhaumya who was Pandava's priest. So why Devala would point Kalayavana in G's direction, I don't know. One interesting point is that both Dhaumya and Devala belonged to Angirasa clan. The same clan that Ghora Angirasa, G's guru, belonged to.

If you look through the various brothers, most of the kings of Aryavarta were either Yadavas by birth or linked to them through marriage. They just didn't get along. G did not need to instigate a war to put them in power.
On Narada / Devala and Dhuamya. The twins' daddy, Rishi Asita was Nadagopan's brother - G's foster daddy. So, they were actually G's foster cousins.
Also, IIRC, Asita once wanted to marry Satyavati (who was actually the King of Matsya's daughter, not some random fisherwoman)

The problem is we seem to think that KK was Krishna's ultimate aim. But if we strip out the divinity aspect of it, THERE IS NO WAY HE COULD HAVE FORESEEN the war.
As far his planning went, he installed Yudhi on the throne with the expectation that Yudhi and Panchali's son would be the next in line. How would that in any way help the Yadavas except that they would be allies?
He didn't engineer that war. PANCHALI insisted on it.
