I think the pursuit of happiness is intrinsic to human nature and people will always seek to find a place to be safe and happy. Staying back and fighting requires courage, resilience and risk taking very few people have. Human history is full of migrations to greener pastures.
Sure there have been revolutions and freedom movements, but it takes a certain critical mass for revolution to take place.

I think compassion is the primary driving force for accepting refugees. It would be inhuman to let people suffer when you can alleviate the suffering.
It does entail high risks though. Rather than the terrorist risk, I feel the bigger risk is strife between immigrants who won't assimilate and natives who want immigrants to assimilate. On the other hand the risk is of being perceived as a monster. Also leaving too many vulnerable makes them more susceptible to crime and terrorist recruiting.
I think refugees should be accepted. But only after laying out an assimilation plan. Have them in controlled & monitored refugee camps before you integrate them into society. Be willing to reject people who are not malleable in their ideologies.
If you want shelter in my home you will binge watch the shows I do. If you want your own shows, find your own TV and shelter.
