I think amatya is not a cruel or bad like dhananand.
Negitivity is not there in amatya he is just loyal & honest towards his kingdom & king.
As it his work few times he got tense taking Dhanands behaviour also.

That is why i think chanakya will choose him.

YES Amatya Rakshas was a very capable minister but too loyal to Nand instead of Magadh. Chanakya aapinted Amatya, Chandragupt's PM after overthrowing Nand.
