Salman himself has admitted that Being Human publicized charity works he was already undertaking. So, in a way, yes and no. The real PR work for Salman was during that Bhai, the Picasso phase.
But tbh, PR is pretty much part and parcel for every celebrity, politician, athlete, entertainer, etc. In Bollywood too, SRK was the first actor to really make the max out of PR. The whole SRK, the entrepreneur, the common man, the King of Bollywood tag, etc., were PR stunts. Same goes for Aamir's "intellectual filmmaker/actor" avatar, or Akshay's desh-bhakt-ism.
I found a good discussion on this topic on reddit, I'll post a few comments from there to add to it
I don't want to comment on Salman par rich people doing charities and foundation are 100% a way to not seem maleficent wealth hoarders in the general public's eyes and a way to evade taxes worldwide. "Oh Bill Gates has obscene [x billion] money, that is inethical." Look, he spends 500 million a year on charity."
These people also come with the "charity is important" whenever there is a public campaign to reform income taxes and curtail their tax redemption.
Charity is a scam, people. You pay your taxes more dilligently than billionaires. Hold people in power responsible for public infrastructure failures.

The best is when they emotionally blackmail you at the counters asking you on gunpoint if you want to contribute towards the so and so charity. Like hello, here I am trying to save 50cents with this coupon and you want me to donate $5? Why don’t you ask your billionaire boss to do it?

Honestly, the political PR in India puts Salman Khan to shame. Salman is a baby in langot compared to Indian political PR.
Possible but political discussion isn't allowed here so couldn't say it

I didn't say "PR" is bad or wrong
You want to establish your brand or industry, it is one thing and pretty much a fair practice.
The discussion is about PR burying criminal backdrop of an actor
Imagine people celebrating a convicted criminal that's not as same as people celebrating a normal individual
Being Human was legit when it started. Then they went into the retail space and signed a deal with Madhana Industries who used the brand for profit. Only 3% of the retail sales from Being Human clothing goes to the Being Human Foundation. The deal is till 2028....Salman Khan knew he got ripped apart by the big bad corporate wolves and eventually stopped associating with the clothing brand at all.
Quint had an article on the financial details of Being Human Clothing( For Profit) & Being Human Foundation(Charity).
https://www.thequint.com/news/india/story-behind-salman-khan-being-human-charity-brand
Being Human Foundation wasn't PR. It was a small Charity completely reliant on Donations. Reshma Shetty turned it into business/PR by bringing in partners & the for profit clothing line. If you'd like to do Charity donate directly to BHF, not buy the BH Clothes.

That's not how legal proceedings are held. Salman is a defendant in both his cases. He was acquitted by Bombay High Court with a clean chit. In the black buck case, he'd most likely be an appellant. So, legally, he's neither a criminal, nor a convict yet.
Now, if you have a exclusive evidence, then you can easily file a case against him, so you should rather look for legal means than sprouting nonsense on social media. Also, when talking about legalities, do realize that social media posts are liable to defamation law, so if Salman's team so wished, they could drag you to court. That applies to all forms of libel.

Cases need to put on everyone
I never thought I would say this, because I have no issue with paying taxes, but with the current state of the world when taxpayers money is being used to fund a genocide. I really don't blame anyone for donating to a cause instead of paying taxes. This does not apply to billionaires though, because they have their ways of evading taxes, which I don't agree with at all.
