Guess it just depends on the law of the land, but to add perspective, this still feels ridiculous to me. For instance, in Pakistan alcohol is illegal. Imagine hearing that Fawad Khan is being arrested and summoned for drinking alcohol. It's just perspective, coz it sounds ridiculous.
As for as health risks - alcohol and smoking cigarettes (which everyone in India does openly) carry far more hazardous health risks than marijuana. At least do far, marijuana has not been as strongly linked as tobacco and alcohol to Liver Cirrhosis, COPD, lung cancer, bladder cancer etc.
