Sanjeev Kumar was a Super Actor, not a superstar.

He got the Best Actor awards while Rajesh Khanna and Amitabh Bachchan got the Box office successes.

He was a critically acclaimed actor who acted in several blockbusters too like Sholay, Thakur Saab was as iconic as Gabbar Singh.

Also Trishul, Vidhata, Seeta aur Geeta, he was in all those big movies as well as those directed by Gulzar, Hrishikesh Mukherjee, he did so many movies with Gulzar

He was extremely versatile actor who could excel in any role in different genres, be it multistarrers or slice of life or realistic films

Superstardom started with Rajesh Khanna. So my guess is that he wasn't a superstar or had BO success.
Roughly, we can compare him to Irfan khan's stardom today . Only difference is that Sanjeev was mainstream BW hero and IK isn't.
