That is people giving advice on how to safeguard yourself. It is no different then telling people not to drink tap water, accept food from strangers etc. But the government body cannot give such advices because their job should be to penalize, punish and address these issues. The onus shouldnt be on the victim but the aggressors.

Thats what I am saying. But it is never the receiver country. Every country has advisories in place for external trips not internal. While other governments can warn their citizens on what to look out in India, the Indian government cannot do the same because doing so makes them incompetent that they are losing the battle
