Justin Bieber is well known and popular in spite of his controversial past, so is Kim. And as for Osama, he can be considered a 'popular' terrorist because he is the most talked about and well known terrorist. Bonnie and Clyde were popular criminals of interest as well.
Ermm.. na, she's pretty much put it on you, I've never heard of the expression "popular terrorists" 😆... yeh maybe amongst the Al-Qaeda 😆... what you mean is famous, or infamous for that matter, but popularity is definitely used in a positive and admirable sense. Justin Bieber is popular amongst teenage girls, he's not popular amongst adults.
