Popular also means well known, funny how you left that out. Kim is a controversial figure so she is popular in that regard. Like I said, more people in the world would read one of Kim's articles than a Tom article. She is also more talked about as of now. Tom's popularity is large, but right now I would say that some people are more popular than him.
