It is not free for foreign students (I mean the ones who have gone there on say an F1 visa like Priyanka would have required as she was not there with her direct family). And government policy forbids high schools from using taxpayer money to directly waiver tution fees for a foreign student. She could have won a scholarship from a 3rd party but not from the school either.
