Poll of Delhi Men: What Causes Rape

By WSJ Staff

A group of men shouted slogans during a demonstration in Amritsar, Punjab, Jan. 3.

A month ago, a young Indian woman died in a Singapore hospital from injuries sustained in a brutal attack on a bus in New Delhi. The woman had been raped and tortured by a group of men out for what police described as a "joyride."

In the wake of the assault, which set off a national discussion on sexual violence against women in India, male politicians suggested a range of reasons for such attacks.

Explanations included short skirts and Westernization (prior to the attack, one politician had suggested the consumption of chow mein and pizza was to blame), as well as Bollywood and dating . (The frequent focus on women's behavior as a cause of rape is of course not restricted to India.) After voicing these opinions, many of these leaders came in for flak, including most recently from Sonia Gandhi.

Still, we wondered if these were viewpoints that many Indian men share, so we conducted our own (admittedly unscientific) survey of 100 men in different parts of Delhi and Noida. We polled men in different income groups and professions, from rickshaw-pullers to a momo-seller and property dealer, as well as a government employee and army colonel. Our respondents ranged in monthly income from a few thousand rupees to 100,000 rupees ($1,850).

And while we asked just the one question (see below), and offered a choice of five responses, we made sure to vary the order in which the answers were offered each time we asked the question.

Unlike many politicians, the vast majority of the men we questioned - over two-thirds - blamed poor law enforcement and policing, as well as a lack of respect for women for rape. Of the 100 men polled, 34 blamed gaps in policing and law enforcement, while 33 said lack of respect was the main culprit and that Indians should "change their thinking."

The Wall Street Journal

"Police should catch hold of the guys who are roaming around. Police should remain on duty," said an ATM security guard. "I also feel like roaming the market but I don't because something could happen at any time."

A dry-cleaner recommended capital punishment and swifter prosecution. "Hang a rapist. Nobody will dare repeat this again. But cases in India drag on for decades. Where is the deterrent?"

A student in South Delhi said "lack of respect" was too mild a way of putting it, adding that the problem is that India has "a patriarchal societal structure or conception, where the non-male is less than a person."

A 48-year-old army colonel said, "In India, men have always felt women are a commodity to be used. Until and unless this mindset does not change, we cannot progress any further."

A few men (three) said that lack of respect and poor law enforcement were to blame in equal measure, declining to give one more importance than the other.

However, more than a quarter of respondents (26) blamed Western influences for rape. They saw this as women wearing skimpy clothing, smoking, drinking, and going out at night.

A driver in East Delhi explained, "A man thinks she is smoking, so she must like to drink. If she likes to drink she must be open to sexual activity. She may be 200% good but people will think wrong things," he said, adding that women's behavior was being influenced by foreigners who visit or live in India.

An engineer in Noida said, "If women stop wearing skimpy clothes, automatically rapes will stop."

A third man, who works for a private firm, blamed the "Western MNC culture."

Two men who chose "other" also appeared to hold women responsible for rape although they didn't blame Western culture. One, a 22-year-old who works for a private firm, blamed Bollywood for encouraging women to abandon more demure clothing for "net [stockings] and miniskirt." "When women were wearing sari and salwar kameez, a man could control himself," he said as he ate lunch in central Delhi.

We conducted our survey at different times. When we pooled our responses we noticed something odd. Our questioners - there were five, three women and two men, with each of us putting the question to 20 men - appeared to be getting very different responses depending on their gender.

Very few men told the three women (who all happened, by coincidence, to be wearing jeans) that "Western influences" are causing rape. Instead, the majority of responses when women asked the question were "poor law enforcement" (23 of 34 responses in this category) and "lack of respect for women" (24 responses of the 31 in this category.)

But the two men conducting the survey were far more frequently told that "Western influences" (19 of the 26 responses in this category) were the reason rapes were occurring, which makes us wonder what the results would have been if all our questioners had been men.

Nothing will improve until this "blame the victim" and "blame Western influence" mentality changes. 🤢

It is not the WOMEN, but the mentality of the MEN that is to blame.
I wanna recount a personal incident that just happened yesterday.

I live in California, in the Bay Area - a very ethnically diverse region. If indeed Western clothing was to blame, I should have faced incidents of harassment on a daily basis. After all, I've lived here my entire life.

But yesterday my friends and I went to an Indian restaurant. There were three Indian guys seated on a table next to ours. From their accents, I could tell they had recently come to the U.S. Normally, the guys here, (even the Desi guys that have been brought up here) have a very respectful way to interacting. If they want to flirt, they do it in a way that doesnt make girls angry or make them uncomfortable. And they certainly BACK OFF when the girls make their intentions clear. You know...coz there are CONSEQUENCES to actions, and maybe the general values are that women are equal, in principle at least.

So these guys started flirting, and we found it funny at first. But it got annoying really fast because they would not back off, even when we made our intentions clear, that we werent interested. They kept on harassing us, kept on intruding, talking, and it got to a point where we became quiet coz it started getting uncomfortable coz their group grew to 5 guys, and they wouldnt stop passing comments.
And the most shocking part was, the MANAGER of the restaurant was sitting RIGHT THERE with them, and he was watching. He didnt even do anything.

So really, this kind of harassment is not in the girl's clothing, or the girl's behavior or attitude. Even girls who are not giving any hints or signals get harassed by sickos.
Its in the minds of the MEN. And the sooner people get it through their thick heads, the better it is for everyone.

It just got really uncomfortable coz there were 5 of them, 6 including that ugly stupid manager who just sat there, and 3 of us.

I actually told me friends that guys like these arent used to polite responses. Our subtle, "No thank you's" and "Sorry, we're not interested" didnt do shit. And that guys like these are used to a chamaat on the face or even "Get lost you despo" 😆

It's so stupid and dumb when I get to hear that it's all the "woman's" fault because she got raped or sexually assaulted. Like W*F? There is no respect for women in Indian society; they don't even get recognized. Here in BW forum there was a thread about top 10 personalities in Bollywood and guess what they all had in common 😛 : they were all males.
I think these awara men should get raped; then we will see where the blame lands 😛

You know what one of those despos said?
He made a direct pass at my friend, and she said she already has a boyfriend. So one of them was like, "Well, he (pointing to his friend) probably makes more money than him"

W*F?

Blv me..such men r tigers her only when in groups. They have no balls if you directly confront them. I have done that and blv me ..it gives me a v good kick!
I have lived in UK for many yrs n i remember not a single incident when I was made to feel alienated or even uncomfy beng a girl. We used to roam the streets even at 2am n would never feel unsafe.
However, Once in front of a tube station exit, there was a group of 7-8 pakistani guys and they were singing loud songs in hindi and were making direct passes at all the girls who were coming out of the station. Now this kind of behaviour is totallly unheard of in UK! guys do flirt but they do in a v fun way(that too in places like nightclubs , discs etc..its not done on streets!! ) and if u give them the vibes that u dont like it..they totally back off...
However, initially i ignored it but after a minute or two..i felt really sick of being an indian (UK citizens cant make out the difference between indian, pakistani or bangladeshi..they consider us as 1...just as we consider all goras as 1 😆) ...n felt sick of the feeling that those guys n me come from the same culture.
I just walked up to the guys and told them in hindi...that what they r doing is not cool and encourages the dirty image that indian-pakistani-bangladeshis men r understood to be. They dint back off..n actyually said to me..tumhe angrezo ki ghulami karne ka bada shauk hai...thats when i realised that wow..these guys r turning racist..n i called a cop from inside the tube station...the guys got shit scared and actually pleaded sorry ...i m sure that must have served them a good lesson and they would have learnt not to behave like that in future.
The gist is...all such guys need a GOOD lesson...the ones who misbehave in groups r the biggest fattus when confrontted!! 😆😆😆

So we're at fault because we wear what we want. We're at fault because we dress in a supposedly provocative way. But then why are women who wear saris or salwar kameez raped? They shouldn't be. Only women who wear "skimpy" clothes should be raped!

This article is so bloody biased and confused!

DUDE HELL YEAH!
Shit, how I wish I had seen that dude's face when you threatened to call a cop.
Priceless!

And Mordor, none of us were used to this kind of annoying persisting harassment, so that's why we were so bad at handling it.
Next time, will definitely keep all that you said in mind! 😆
