First ur pic needs to be uploaded on some image hosting site, like imageshack, photobucket, imgur etc. Once u've uploaded it, u can just copy paste the image in india forums but if u want to resize the image then, what u will have to do is copy the url of the uploaded image and then come back to india forums and click on this button:

It will be above the typing box when ur making a post, or u can also do it when ur editing a previous post. U click on that button and then a page would pop up. U post the url in the url bar and click on the preview button. The size will be displayed below, just play around with the size until u get what u want and then click ok. Then ur done. :)
