When I am trying to blend gifs and go to the brush tool or eraser tool to erase some part, they are rasterized and no more a gif, it becomes a still image. What do I do? :/

in the first siggie , after the text , she/he have added a line above it

second siggie , its the stroke effect , you get them in layer effect > stroke > then you can increase/decrease the stroke level

That is not stroke. I think we have to just Blur it a bit
