^extract it with WinRAR program. I guess you use Win7 or 8 right? Then I think you dont have kind of program already installed on your PC (as Windows10 has it). Download WinRAR and install it first. Then go to the downloaded PS file and right click on it then click to *Extract here*. Wait a while. Then a normal folder would pop up. Click on it and scroll down. You will see PS Icon . click to it.. if it doen't open, then right click *Open as administrator*.

@Idiotintin i have a way maybe its different from it but u can use it , u can add two white bg pics make the size smaller and then add white glow in it by double clicking the layers , hope it helps u
