How to do a GIF or a Siggie / Picture sharpen like this?

I know, someone said we should use reduce noise and smart sharpen.. I have tried everything but somehow the faces doesn't look clear like in this avi .

But I don't think Rafehli used Topaz .. :/ and if she would use Topaz and which Options would it be? coz there are many options..

And on Deciantart I can't find great Sharpen actions.. which looks like that...🥱
