When i follow the step--Filter->Convert into smart layers it should be like this! (like animation from small to big)

Bt when i do it ,it looks like all the frames r same!

What to do now?

^^Thats because you dont have timeline option in your PS.. For this type of gif you can group up the layers too, instead of coverting it into smart flitter.
