the brush type is generally known as "paint stroke brushes".
im gonna link some sets but i dont know if they have this particular shape , coz i use just one shape n keep altering it.

How to use them:

i personally use them as eraser.

Load these brushes in ur PS firstly.

1. make ur siggy and on top of it add a new layer.

2. fill it with any color you want , like in ur above siggy its some soggy cream.
u can see that the opacity of the layer is reduced as the siggy is a lil see through.

3. then select ur eraser option and choose ur brush type in ur drop down menu.

4. now place the shaped eraser on ur layer n click.

5. you'll see that the shape is now on ur siggy as an erased portion.
u can even reduced the eraser opacity before using it to 80-90 so as to have some more stroke look.

for ur moving text if you may post an example then people would understand what actually you want n it will be easier to help you out.

a psd is the name given to photoshop document files.
Here when u download a .psd file and open it in PS , not only the picture but in the layer tab all layers will also be visible , so u would be able to see what color and effects or textures have been used in that particular creation.
You can add a psd you like to ur own siggy/avi and get the same type of effect.

choose the "add text" tool icon in ur PS.

click on ur document where you want to write.

when u click a "blinking vertical line" will appear there-now you just have to type.

suppose you write "photo" on ur document , then it will appear in ur layer tab as this:
(in blue)
