The person being referred to is some big shot police guy...he has recently been promoted as the national chief/head of the ETF...his name is Dustin Coelho (plus/minus some spelling errors :P) in the show...he's the guy who appears once in a while and is usually seen instructing Rathod and Rawte on how to bring improvements in the ETF. I don't know how else to describe him...he was there in the very first episode as well...he speaks very well and has short hair (almost balding-ish).

As for your thought about him being Sikander..that crossed my mind earlier when Arjun and him had a little argument...I think it was the same episode where the police officers who passed away were honoured and after that ceremony Arjun asked him about the leads on Sikander as he had promised to keep Arjun in the loop if he joins the ETF...but then this guy sort of ignored Arjun and slightly diverted the topic...that's what made me think that maybe he's a part of Sikander's possy and is keeping Sikander safe from the police force.

I really hope that's not the case and that he isn't actually Sikander either...that would just suck! I mean...that would completely throw off the purpose of this show...it will show the audience to not trust the police force as someone at such a high post is capable of being so corrupt! It would totally kill my "picture perfect perception" of this show! LOL...this show makes me feel that the police force is bloody AWESOME...and I really don't want that to change!

But I hope they start incorporating more of Sikander in their episodes and also the back stories of all the characters...especially Sam-Arjun...nowadays I'm really paranoid about shows going off-air...and I don't want that to happen to Arjun cuz then they'll have to rush all the side stories and that would just ruin everything!!!
