But this time it will be. They are building Ruhi and Abhir connection so that Abhira can be alone -> which fetches them more TRP.

Abhir will probably marry Charu and it's very possible we will get another negative legacy from that for story to move forward

No that won't happen.. I strongly believe.. He may marry anyone but they won't make him outright negative.. Some misunderstandings may occur but he won't be negative..

I don't care about any legacy thing. But let me remind you one thing. Arohi is a legitimate goneka and legitimate Birla by marriage. Karthik married sirat after the death of naira and their marriage is very much legal. So arohi is a legitimate sister to akshara but a half sister.

Just like sirat was a second wife to karthik, abhinav was also second husband to akshara. So abhira is only a half sister to abhir. As abhira is from the second marriage she will also become not legitimate sister/daughter to abhir/akshara, if we go with your perspective which is not true. If only first marriage is considered as legitimate in rista land then abhir is the only legitimate kid., because sirat and abhinav are the second spouses of their partner in their marriage.

And lastly not legitimate means illegitimate, means born out of wedlock. In the case of Neil, abhimanyu, Akshara, arohi, ruhi, abhir and Abhira, only Neil fell in that category, because harsh never married his mother.

Neil's case is entirely different from abhir and Armaan. Neil is illegitimate kid, but manjari the legitimate wife of harsh adopted him, so in the eyes of law he is Manjari's son. While in the case of abhir akshara just changed the father’s name in bc which is illegal. They never showed Nav adopting abhir, even during the custody case, Akshara doesn't think to do it. And Armaan we never know his mother married madhav first or second still. The story changes according to writers mood. Currently vidhya is the legitimate wife and she bought him up, but did she adopt him still needed confirmation.
