Why should Raman pay ?

Today the secretary informed Raman that the company has left both the flats and its rents are pending.
But why should Raman pay for Appa's flat ?

1) First, Appa has now started earning, so he can now easily bear the expenses of his house.

2) Secondly, Appa is still an employee of that company, so is the flat not in his perq ?
