RKB never intended to remarry. If Ishita didn't mess up Ruhi with Shagun which lead to custody case he would've never married. Ishita wanted to marry but she got no luck till RKB.

Rather than forcing Ishita to stay with him, it's better for Raman to set her free. So that she can live her life as per her own wish. But Ruhi is Raman's daughter, she should be with her father.
