There might be possibilities that the one Vidur sent was with some motive not to remove IDs but to add something. That's why maybe he started shuffling the cards. And maybe the one we get to see tomorrow is not Vidur's but the actual mastermind' S instructed man.

They cannot show Vidur even think of murdering someone. If he does that he's no less than the mastermind. They've to make him stay positive for NeiVika to happen
